Despite scrutiny, Iowa agencies defend government surplus program
The 1033 Program received relatively little public attention until Michael Brown was shot and killed in Ferguson, Mo., on Aug. 9, riots ensued and law enforcement responded with riot gear, rifles and armored vehicles.
